It usually means moisture or grease is shorting the igniter, or a spark switch has failed. Turn the breaker off to stop it and book a repair; it is not typically dangerous but it should not be left.

I smell gas when the burner is clicking but it will not light.

Turn the knob off, open a window and stop trying. If the smell persists call your gas utility or 911 first; once safe, book a repair — the fix is usually the igniter or a clogged burner.
